PHASES OF EOC ACTIVATION |

What does "Phase" mean?
|
The EOC is activated (opened for
business) according to predetermined "phases" (also called
Operational Conditions or OpCon). The purpose of identifying the
Phase is to assist others in knowing the amount of staffing committed to
the incident and which communications plan to use in coordinating with
the Emergency Operations Center. The EOC Manager (or designee,
usually the Duty Officer, determines EOC activation phase on a
case-by-case basis. |
| Phase 1 |
Normal
daily operations;
maintain 24/7 monitoring; 24/7 Duty Officer |
| Phase 1-a |
Assessment;
Duty Officer or DEM staff member conducts initial hazard assessment;
watch level; ramp-up to Phase 2; monitor conditions from the EOC. |
| Phase 2 |
Enhanced
Operations; minimum
staffing required to respond to the incident; scaled to the nature and
scope of the emergency; usually 3 to 5 (selected by the EOC Manager to
meet the needs of the incident). |
| Phase 3 |
Full
Activation - Emergency Operations; Command
Staff and General Staff fully staffed; additional functional units
assigned as needed; requires a Declaration of Emergency. |
| Phase
4 |
Recovery;
demobilization and transition to restoration.
